Economy
- Create an agricultural committee to brainstorm/promote agriculture land use, product development, etc.
- A strong economy that is independent of oil/gas.
- Venture capital fund/pool for business (new) startups.
- University Business Research Park at UAF that enables university research to be applied by local business people, employing local labor force.
- Mall of Alaska - create large covered commercial space.
- Create systems within Alaska that minimizes the dependence we have on out of state industries. Recycling - Produce agriculture.
- Take what is unique about Alaska and its residents and bring it forth to build success. Individual community resorts marketing their assets to tourist worldwide.
- Create a plan to develop sources of revenue so we have opportunity instead of debt & decreased services.
- Develop community co-op organizations that develop, train and help market local service business, artist, trade workers and crafters.
- Uniquely Alaskan theme venues that attract tourists, researchers, businesses, etc.
- Develop winter tourism programs.
- Create training (apprenticeship) programs for youth and unemployed with local businesses, crafters, trade workers, forest rangers and game wardens.
- Create financing to fund our listed improvements - not a "users fee" only.

- Create a living environment that enhances a simpler life style and less stress through education.

- We should have additional "Communities of Memory" discussions such as the Alaska Humanities Forum sponsored & put on KUAC - keep up local adult philosophy class like Clemente Project - Schools should get local speakers with knowledge to share with appropriate classes.

- Fairbanks should be developed so that land is preserved and parks developed in an aesthetic manner. In other words - rivers, sloughs, parks, trails, trees right in Fairbanks.
- Tax incentives for businesses and homeowners who beautify their property.
- Create cheap clean and plentiful energy.
- Create an energy conservation plan for the Borough.
- Places like "into the woods": support for these unique places, leave space for these places, importance of small healthy cultural places as opposed to big business/ parking lots/ office buildings.
- Improve the appearance of South Fairbanks by enforcing ordinance.
- Record and preserve monumental old growth trees.
- Inviolate green/quiet zones regularly spaced throughout City and Borough.
- Create incentives for businesses to be more "green" and pedestrian friendly - benches, greenery, white lights, clean frontage.
- Create Borough wide zoning/restrictions that reduces or eliminates eyesores - Junkyards, shacks, etc. - Beautify our Borough.
- Create laws that will protect Fairbanks from over development while allowing for responsible growth - landscaping ordinances that create green space.
- Create environments that are user friendly, that stimulate learning in its members so that members grow, change and evolve into what God wants us to be.
- Winter "green space" with plants, pool, playground, birds like a community solarium.
- Create tax incentives for residential and commercial development that are environmentally friendly; such as those that leave buffer zones between structure and river; those that leave a forested buffer, etc. Remove that land from taxable properties.

- End Resource Extraction to preserve the ability of the land to feed us.
- Open space: "the only mistake we made was in not creating more parleys and open, " said Maurice Vdall about his hometown. While we still have it, preserve masses of large and small green spaces, with a bench for teenagers to gather, to huge green spaces, to smaller spaces to walk the dog and all of it wild life - friendly.

- Effective use of cooling water from power plants and other waste heat.
- Recycle cooling water from Downtown power plant for steam heat downtown. Chena River would then freeze allowing snowmobiles, cross country skiers, winter carnival, dog sled races, etc.

- A long-term health plan based on population changes - increase senior needs, substance abuse, preventive service.
- Affordable/accessible health care for all residents

- Create FMH as Health Center for Northern Alaska Center for rural medicine. Tie into WAMI - provide internships - renew medical training and research at UAF (use Mayo Clinic & Rochester Minnesota as example).
- Create viable health insurance for non-profit organization employees.
Housing
- Create facilities for growing elderly population (such as housing, transportation), Pioneer Home meets needs of elderly with Alzheimer but is NOT inviting to home for elderly with other problems).
- Create user-friendly assisted living centers with medical personnel available 24-7 (not more Denali Centers).
- Communities & neighborhoods with good multi-family housing/individual family housing, centers, local access to libraries, services.
- Full service senior housing complex (every other state has many of them). Info is readily available.
- More senior housing/living options such as assisted living nursing.
Leisure
- Multi-use community centers: arts/fitness/ recreation for all ages.
- Late night teen activities in Fairbanks, North Pole that teens want to do.
- Dog Park.
- Create indoor play area (low cost) for young kids.
- Youth Centers all over the community/Borough. Easy access to all youth and appealing to as many as possible.
- More safe & fun activities for under 21 kids, specifically teenagers (or better publicize the ones we have!).
- Community centers (especially in outlying areas) which include Library room, Health room and meeting rooms for that community.
- More Alaska Native Art Exhibited supported.
- Dog Mushing Hall of Fame.
- Morris Thompson Culture & Visitor Center.
- Athabaskan Heritage/Center and Fairbanks Family History Center.
- Create programs & events for our teens and youth to attend and participate in to keep them off the streets and out of trouble.
- Create roller rinks.
- Install water slides at Wescott pool.
- Luge - World-class speed skating rink.
- Create a shopping/activity area along the river like the Riverwalk in New Orleans & San Antonio or Sea Port Village in San Diego.
- More restaurants, of different type - quality, etc.
- Food Shopping availability downtown not just liquor, tobacco, drugs, sex.
- Expand Creamer's Wildlife Area with Nature Center.
- New Visitor Center.
- Research Park U of A.
- Create non-smoking bars/places to relax.

- A place for youth under 21 to hang out - Café? Music?
- Recreation for the younger people such as Skate Park.
- The economic support to build facilities for our youth at risk. For prevention measures healthy outlets as opposed to building bigger detention facilities, higher youth crime and suicide.
- Develop a multi-facet youth center that offers a variety of programs.
- Build in North Pole an indoor site that is accessible to teenagers that allows for year round use is free, safe and accessible by bus. A skateboard, BMX bike, basketball facility.
- Inviolate well-maintained non-motorized trail system (adopt a trail).
- Indoor Park - walking track, live trees, aquarium/fishing pond.
- An indoor park with easy access for all community members include: recreation playground and pool, meeting areas, food, shops, entertainment, open 9AM to 2PM.
- Indoor recreation Creativity Center (for all ages, not just youth).
- Create an indoor recreation - putt-putt golf, skate park (in-line and skate boarding), graffiti wall for youth, art activities.
- Public garden with water.
- Riverwalk Concept.
- More neighborhood parks.
- Create trail system.
- A memorial (park, wall) for the "founding families of the Interior" (Pioneer Park), promote historical significance.
- Indoor recreational facilities - mini golf, another bowling alley, etc.
- We need more dance studios because all the studios here only teach ballet. Some people like to do other kinds - Salsa, Irish, Jazz, Tap, Ballet, Latin.
- More places for kids to have fun - let's go skating, let's go to Zip Zap, let's go to McDonalds.
- An indoor skate park for bikes, skateboards, and roller blades for people of all ages.
- More facilities in the main mall in North Pole such as Bowling Alley, KB Toys, etc.
- Continuous trail system throughout entire Borough (cross country trails connecting all towns).
- Create dedicated non-motorized expanded trail system (no snow machines, etc.).
- Multipurpose indoor recreation facility - possibly in collaboration with a non-profit.
- Dog Park.
- Connect Birch Hill Ski trails to UAF Trail System.
- Add Picnic/Park areas within smaller communities.
- Public athletic/recreation center including workout rooms, basketball courts and running/ walking track.
- Chena River Park - create a thorough fare that runs along the length of the river from Ft Wainwright to mouth of Tanana - parks, bike paths, boat landings.
- An artist cultural district/zone in Downtown Fairbanks.
- Trails commission - a commission that identifies multi-use trails throughout the FNSB (especially in Goldstream Valley, Ester, Cripple Creek, Fox, Murphy & Ester Domes, Central.
- A recreation corridor through town summer & winter (Chena River).
- Heated, indoor downtown "park".
- A park where the downtown power plant is now.
- Indoor public recreational facility.
- Create a free (or very expensive) multi-use (not just hockey) convention center.
- Create Recreation Park - between Creamer's Field & Farmers Loop - Develop Fishing ponds & streams, Ski & Dog trails, snowmobile trails and Access trails to and from.
- Winter Gathering places for all ages (healthy).
- Better restaurants, better quality food in grocery store, better newspaper, jazz.
- Indoor recreational facilities - all ages.
- A basketball center for year round use.
- Tennis courts in parks.
- Sports field/ multi sports complex - hopefully will be in next election.
- Borough wide bike trails - year round.
- Multi use public areas - winter: cross-country, ski-jor, dog sledding, snowmobile, star watching - summer: hiking, bird watching, berry/mushroom picking.
- Create recreational access at every opportunity.
- Improve recreational access to wild lands by requesting that the Alaska Department of Natural Resources not block and destroy dirt roads connected with mining after the mining is finished.
- Young adult (contemporary Christian bible study, music - band, and young, inspiring speaker(s)).
- Increase family/youth entertainment.
- Indoor playground for toddlers.
- Indoor playgrounds for all age groups.
- Covered walkways in core to make walking pleasant and accessible, especially for handicapped and elderly.
- Expanded library in technology providing expanded opportunities for more residents - low income older Fairbanksans.
- Create really attractive bike trails.
- Year round river activity promotion (river as core).
- Shopping opportunities.
- Teen centers, neighborhood recreational centers, opportunities, programs supervision and adult interaction - equal access affordable free.
- Teen center, a place like Big Dipper.
Safety
- A local court watch program to educate the community and to hold the judicial system accountable.
- A community coordinated response task force. Where everyone who works with victims partners to provide a cohesive service.
- Safe housing - housing project for victims of domestic violence.
- Fewer lawsuits, more mediations.
- Create alternative ways of dealing with people who break the law.
- In a cellblock of the jail segregate older/elderly population from the general population.
- City streets clean, free from ice, in good condition so all people can move safely and easily.
- Coordination among Public Safety Department.
- A well thought out plan for preventing moose/car collisions - Fire & Police - controlled burns.
- Disaster planning in relation to place on planet.
- Infrastructure - area wide emergency/fire services.
- Create a sheriff's department to fill a void in rural areas - would decrease resource drain on state and municipal departments, improve response time.
Social
- Better customer service.
- New/Improved mechanism for governmental responsiveness to public input.
- A system of sustainable community indicators to track our progress (benchmarks).
- Borough office that tracks status of broad community indicators.
- Study other northern communities to see what they are re doing to enhance life (esp. Scandinavian cities about our size).
- A common vision with a plan of how to get there!
- Childcare support for parents to participate in community meetings/events.
- Create quality of childcare centers in Fairbanks.
- Create positions to inspect childcare centers on a more regular basis in Fairbanks.
- Central Information Services/Facilities such as case management or what helps etc. are available in community for a specific concern such as care of aging, mental health concerns, medical care long range.
- A child advocacy center - a child friendly comprehensive facility to provide collaborative investigation of child abuse with follow-up services.
- Community web site - volunteer opportunities, trails, what's going on in Fairbanks.
- Better community communication: on line - community Bulletin Board, volunteer needs.
- Establish a well-known FNSB activities web page, advertising, volunteer opportunities, youth opportunities and any other activities. So anyone needing something to do can look up some interesting and new events to participate in.
- Round kitchen table talks.
- Community discussion groups.
- Intergenerational interaction.
- Coordinates community response to domestic violence.
- Community free conflict resolution services like neighborhood mediation centers.
- Create a FNSB email notification system where people can sign up to receive announcements of public meetings/hearings by area of interest (North Pole only, zoning, school board, etc.) with links to more details on the appropriate web site for full agendas, background, means of accepting public input, etc.
- Mechanism to better notify public of development projects; make sure to include map/ email/direct mail outs/ large notification in paper.
- Develop communications - perhaps even develop a unit that keeps us on the cutting edge of community communication.
- A mechanism (if possible) to improve voter turn out. More education, public service announcements perhaps to the adnauseam level.
- Investigate possibility of and/or develop, broad community forums, some focused on specific issues - others general info concerns.
- Better methods of communicating - in a timely manner - upcoming meetings, issues, topics, maybe a more comprehensive web site with inter connectedness.
- Create better process (like today's?) for taking unified plans through the public/government system - If we can AGREE on a PLAN, then we can agree to FUND the plan through dedicated bands/taxes, etc., rather than piecemeal arguing!
- No kill kennel/training facilities for Dog Mushing Program, summer horse driving.
- Establish a well known youth web page to include sporting events, job listings, youth service organizations/activities, calendar of up coming events, and links to youth organizations with information on how to join.
- Teen City Council: teen reps from different groups - youth court, 4H, each school, FFA, United Way, etc. to talk about youth issues in the community. It would meet regularly.
- Create Teen Council with diversity, possible neighborhood representation.
- Ombudsman (Independent advocate spokesperson).
- Ombudsman (Informal) for small areas.
- Create Community Visioning /Development Committees that work in partnership with all FNSB. Visioning Committee to implement plan within individual community neighborhoods.
- Borough newspaper or newsletter owned and printed by the people, not the government.
- Community councils - similar to Anchorage neighborhood councils.
- Individual communities volunteer programs for different areas such as staff, health center (free), do trail improvements go for grants to improve community.
- Community Mentor Program? Link FNSB residents (residents > 5 years) with new comers?
- Create outlying community ad hoc groups to represent communities at FNSB.
- Create an educational program that fosters better understanding of community asset of our vision of the community and our plans for the future.
- Create a better form for citizen participation in government affairs particular in outlying communities and south Fairbanks - perhaps a commission to sponsor this.
- Single point of contact to direct people of the community to the government agency that will do them the most good.
- Communities of the FNSB having a representative at assembly council meetings. They can collectively address issues of concern.
Representative from: Fairbanks, North Pole, Salcha, Two Rivers, Fox, etc.
- Create a position/office to assist in community mobilization - mobilize community members to assist in planning and improvement.
- Borough grant writing team - areas would benefit if they had access to a grant writer.
- Fairbanks/Anchorage Corridor - build on each community's strengths and ease access between each.
- Forums or experiences like this for people to connect and spring board into creating.
- A method or emphasis on appreciation rather than attention on what we don't prefer.
- Create a community that provides for acceptance and openness of all people.
- Create a way to encourage more community involvement. A way to have citizens take responsibility for what's happening rather than complaining about what has happened. Voting, meetings, etc.
- Create this same process as an annual event in all of our high schools.
- Continue community vision process.
- Create an environment that would focus NOT on economic growth but increasing quality of life (such as a community NOT controlled by business/economic interests but rather focused on what people need).
- Start more weekly papers (non-profit) to get more opinion and analysis.

- As part of any planning process - youth input and interaction. They are supposed to be what we plan for - the next generation.
- Strategic planning process for the City of Fairbanks.
- Development of youth civic awareness agencies so that the youth of community become involved in the process of community planning and improvement and help at existing projects/agencies.
- A sense of tolerance, peace, non-judgment, understanding.
- Affordable/quality daycare programs for residents in outlying areas, support lower income residents back to work and support student residents.

- More opportunities for seniors to be involved with youth.
- Centralization of service for aging population (no social services in Class 2 Borough) - would assist with accessibility.

- Support for existing substance abuse programs/services. They are cost effective compared to incarceration or emergency room treatment.
- A process (or environment?) that requires large corporations to be sensitive to local needs - depart from corporate culture.
- Create synergistic partnerships through incentives such as grants.
- A dialog about sense of place and sustainability.
- More diversity in all areas - this may have to be intentional.
- Create and maintain a tolerance/human rights panel with enforcement authority through some judicial system.
- Make it illegal to ask a person's race, in order to create a society where each person is acknowledged by their individual work rather thru their group or religion or race.

- Better communication network between rural and urban access - further exchanges (like rural-urban youth exchange program).
- Sustainable community.
- Adult mentoring program for all issues (such as parenting, budgeting, life change, etc).
- New parenting support programs/incentives support parent as primary care givers.
- Create more training opportunities and support for caregivers of elderly persons for paid and unpaid providers.
- More links between University of Alaska and Borough Community.
- Create a unified government structure that represents entire Borough and eliminates duplication.
- Create a central location (a single building or groups of building next to one another) for local health & human services organizations to be rent free or subsidized.
- Volunteer Coordination Center (for all agencies, where volunteers are referred and supported).
- Create a database/portal where local non-profits in the community can log-on and share ideas/creations about our community.
- Networking between social service agencies - agencies need to understand what each other does. Literature/meetings asking questions easy access to information and updated information.
- Identify land resources, define compatible uses and enforce codes.
Transportation
- Create no drive zones only public transportation to improve air quality.
- No downtown traffic - install moving sidewalks.
- Sister villages - Fairbanks to Bush connection.
- The Alaska Airline fares should be regulated, above a certain time, should have this rate reviewed.
- If peace ever comes - propose sharing Eielson AFB runway for intercontinental air service (freight)/ (refinery at North Pole will have enough business to lower prices).
- Extend Alaska RR to connection with Canada - U. S. network - prepare the right of way to border as put into law by Senator Parr.
- Rebuild air transport net with Fairbanks as hub of Interior/Northern Alaska.
- Waterways - as a potential for alternative transportation - between downtown and Pioneer Park - historic mass transportation.
- Public bus or train system that uses electricity to improve air quality.
- Industry Park for future bus.
- Licensing & driving tests for snow machiners before they become extinct.
- The City should develop a central parking site during the tourist season that would shuttle tourist to the city core this would alleviate traffic congestions, particularly with large motor homes.
- Summer flag stops on the Alaska Railroad to improve recreational access to Goldstream valley and points south.
- Transportation Infrastructure - Rail through Canada, freight, passenger. Telecommunications - hub access, cell sites, Internet connection. Multi Use Trail & Paths & Development & Rules & Regulations.
- Create international airport terminal.
- Enhance rail system (more railways); Bullet train between ANC & FAI.
- Innovative approaches to improving transportation.
- Rideshare Program - link residents in outlying areas together so they can commute together.
- More flexible transportation system including on demand vans and park and ride lots with plug-ins.
- Create a multi-modal transportation system group or impetus in FNSB that also places great weight in walkable communities.
- Monorail - public transportation.
- Mass transportation system expansion.
- Buses transportation for before and after school program.
- Public Transportation system accessible to all (specifically disabled elderly).
- Develop long term plan for local roads, construction and maintenance.
- A sensible traffic pattern through town.
- Improved transportation by rail/road to more interior Alaskan Communities such as rail/road to Rampart, rail to Delta & Lower 48.
